Note that such towns and suburbs as Peterhof, Kronstadt, Lomonosov, Pushkin, Pavlovsk, Zelenogorsk, Repino, Kolpino are districts of St. Petersburg, you should just dial the direct numbers as if you are calling a St. Petersburg resident (which in fact you’re doing).
The towns of Gatchina, Kingisepp, Vsevolozhsk, Vyborg, Tikhvin, Shlisselburg, Ivangorod, Priozersk are located in the Leningrad region with its code 813.

How To Call Within St. Petersburg
You just dial the number of a person.
1. From a stationery phone to a stationery phone:
seven digits, for example: 245-69-48 (without any codes and prefixes).
2. From a stationery phone to a mobile phone:
eleven digits or seven digits, for example: 8- (bzzz)-9XX-ABC-DE-FG
or ABC-DE-FG. The seven-digit-number is a direct number and also can be dialed as a ten-digit-number: 8-9XX-ABC…
3. To call from mobile phones you do the same as in case with stationery phones. The only difference is that for calling mobile-mobile you can dial both 8-9XX… and +7-9XX…
How To Call Abroad From St. Petersburg From Stationery Phones
For talking to a person living in another country dial a stationery phone:
8 – (bzz) – 10 – (bzz) – country code – area code – personal number.
For example, a call to a Helsinki citizen looks like:
8 – (1-2 seconds to hear bzzz) – 10 – (1-2 seconds to hear bzzz) – 358 – XXXX.
Note that the Kazakhstan’s country code is the same as Russian – +7. So a call to Astana (the Kazakhstan capital) looks following:
8 – (bzzz) – 7172 personal number
From mobile phone it’s even easier, just dial the direct number on your phone.
How To Call To Areas Outside Of St. Petersburg
Area codes in Russia can be of different length, it depends on a size of a settlement and its location.
There are a few ways of calling over long distances.
First: you’re dialing 8 waiting for bzzz for a 2-3 seconds then dial the code and the number.
For example, the code of Irkutsk (the capital of the Irkutsk region) is 383. To call someone living in Irkutsk you should dial:
8 – (bzz) – 3952 – personal number (six digits)
And, for instance, the code of a small town of Magistralny (located in the Irkutsk region), is 39562. To call someone living in Magistralny you should dial:
8 – (bzzz) – 39562 – personal number (five digits).
Second: you’re dialing 7 then at once the code and the number
7 – 39562 – personal number (five digits).
Attention: in this case you don’t have wait for the «bzzzz»
Third: you’re dialing 8 then at once the code and the number
8 – 39562 – personal number (five digits).
How to understand which of the three options is yours? Well, we cannot say this, just try all three. The most common in St. Petersburg is the first one.
