Tourist tax in St. Petersburg will come into effect in 2025

Starting from January 1, 2025, a tourist tax will be introduced in Saint Petersburg, replacing the current resort fee. The city’s legislative assembly approved the bill in its final reading on November 27, 2024.

The tax will amount to no less than 100 rubles per day. Next year, the government of Saint Petersburg expects to collect one billion rubles from this new tax. Unlike the resort fee, which was paid by visitors to the city, the tax will be the responsibility of hotels and businesses providing accommodation services.

Additionally, deputies of the Saint Petersburg Legislative Assembly announced plans to propose amendments to federal legislation to ensure that short-term rental landlords and apartment owners cannot evade paying this tax.

The authorities in Saint Petersburg have already determined the amount of the tourist tax that will be collected starting January 1, 2025. According to the draft law, the rate will be 1% in 2025, but it will increase and vary depending on the season.

Specifically, from January 1 to March 31 (inclusive) and from October 1 to December 31 (inclusive) in 2026, tourists will pay 1% of the hotel room cost, while from April 1 to September 30 (inclusive), the rate will rise to 2%.

In 2027, the rate during the low season (from January 1 to March 31 and from October 1 to December 31) will be 1.5%, while during the high season (from April 1 to September 30), it will increase to 3%.

If the calculated tax amount based on this rate is less than the minimum tax amount (100 rubles for each day of stay), the tourist will be required to pay the minimum tax.
